That was one of the peculiarities about prison life in the Soviet Union. People would get raped for being queer, but the people raping wouldn't be considered queer. I do know that a sociologist who studied those prison hierarchies, estimated that about 90% of men in Soviet prisons engaged in same sex activity. So, from my understanding, it was very difficult to tell whether the behavior was exploratory, punitive, or just a situational opportunity.
